CONSTITUTION AND BY-LAWS OF THE GLENBARD EAST MUSIC BOOSTERS 
 
CONSTITUTION
 
Article I.  Name
The name of this organization shall be “The Glenbard East Music Boosters”, referred to hereinafter as the Organization.
 
Article II. Objectives
 
     Section 1.  The primary objectives of the Organization shall be:
 a.  To generate and maintain an enthusiastic interest in the
     various music classes and groups at Glenbard East High 
     School, Lombard, Illinois
       b.  To lend moral and financial support to the music programs at
           Glenbard East.
       c.  To cooperate with the Music Department personnel in building 
           and maintaining an organization of people and parents for
           the purpose of promoting the programs and general activities
           of the music department.
       d.  To raise and disburse funds for any or all of the approved
           projects or objectives of the Organization.
 
 
Article III.  Membership
 
     Section 1.  The parents/guardians of students participating in the
     Glenbard East Music Programs shall be members of the Organization
     with voting and office-holding privileges.
 
     Section 2.  The School Principal and the music staff department
     shall be ex-officio members of the Organization with voting
     privileges.
 
     Section 3.  Any other interested person wishing to support the
     Organization and its purposes may become associate members 
     with no voting or office-holding privileges. 
 
Article IV. Type of Organization and Dissolution 
        
     Section 1.  The Organization is a non-profit organization, and no
     part of any net income it may have shall inure to the benefit of
     any private party deemed a shareholder, nor shall any member or
     officer of the Organization receive or be entitled to receive any
     profit of any kind.
 
     Section 2.  In case of the dissolution of the Organization, no 
     distribution of any of its property or assets shall be made to any
     member or officer thereof. Upon completion of the payment of all
     outstanding obligations, any remaining property or assets shall be
     applied to accomplish the objectives of the Organization. 
 
Article V. Officers (Executive Board)
 
     Section 1.  The officers of the Organization shall be President,  
     Vice-President, Secretary, Treasurer and the Music Department
     Chairperson.
BY-LAWS
 
 
Article I.  Meetings
 
     Section 1.  One (1)general membership meeting shall be held
     during each school year with the date, time, and place to be
     established by the Executive Board.  The purpose of this meeting
     is to present the slate of officers and to vote for new officers
     for the coming year.
 
     Section 2.  Special membership meetings may be called by:
        The President of the Organization 
        The Executive Board
        The President, having received a written request for a special
        meeting from 10 or more members of the Organization.
 
     Section 3.  The presence of twelve (12) members shall constitute a 
     quorum for the transaction of business at any general membership
     meeting.  
 
 
Article II.  Music Booster Passes
 
     Section 1.  The cost and use of the Music Booster Pass shall be 
     established by the Executive Board.  The passes may be
     purchased up to April 1 of each school year.
    
 
Article III.   Executive Committee
 
     Section 1.  The property and affairs of the Organization shall be
     managed and controlled by the Executive Committee consisting of
     the following members: 
        The Executive Board
        The chairpersons of standing committees
        The principal of Glenbard East High School
        The staff of the Glenbard East Music Department
 
     Section 2.  The Executive Committee shall meet at the call of the
     President or any five members of the Committee on official 
     notification of each Committee member.
 
     Section 3.  The President or Vice President and seven (7)
     additional members of the Executive Committee shall constitute a
     quorum for Executive Committee meetings.
 
     Section 4.  All members of the Executive Committee shall serve
     for a period of one year; if they are unable to complete their
     term a successor will be named.
 
     Section 5.  Members of the Executive Board shall serve for a
     period of one year, and no more than two consecutive years in the
     same office.
  
     Section 6.  Any vacancies occurring on the Executive Committee
     shall be filled by appointment by the Executive Board.
 
Article IV.  Selection of Officers
 
     Section 1.  During each year, the current President, the Music
     Department Chairperson, and at least two other members of the 
     Executive Committee shall prepare a slate of Executive Board 
     officers, to be presented for approval by the Organization 
     membership at a general meeting.
 
Article V.  Duties of Officers
 
     Section 1.  The President shall preside at all meetings of the  
     Organization and Executive Board; shall have supervision of the 
     affairs of the Organization; shall be an ex-officio member of
     all committees and shall be notified of their meetings.
 
     Section 2.  The Vice President shall perform the duties of the 
     President in their absence and shall serve in additional
     capacities as the President may deem necessary.
   
     Section 3.  The Secretary 
        a.  The Secretary shall keep minutes of both general meetings
            and executive meetings, and make copies of those minutes
            available upon request to members within 20 days of the
            meeting. 
        b.  The Secretary shall be responsible for correspondence and
            for notification of the Executive Board of meetings.   
        c.  The Secretary will compose and mail notices as requested by
            the Executive Committee.
  
     Section  4.  The Treasurer  
        a.  The Treasurer shall be the custodian of all funds of the
            organization, maintaining a complete and accurate record of
            receipts, disbursements and fund balances. 
        b.  Fund expenditures for non-recurring equipment purchases or
            extraordinary items over $250.00 must be approved by the
            Executive Committee prior to disbursement.  Fund
            expenditures for recurring payments, supplies, scholarships
            or fund-raising costs may be approved subsequent to
            disbursement at the next regularly scheduled Executive
            Committee meeting.
        c.  One signature of either the Treasurer or the President
            shall be required on all checks; the equivalent of said
            signature shall be required on EFT transactions.
        d.  The fiscal year shall coincide with the school year: July 1 
            through June 30.  The Treasurer shall be required to
            prepare an annual financial summary of receipts and 
            disbursements for each fiscal year by August 15 of that 
            same year.
        e.  The Treasurer will be responsible for preparing a financial 
            condition report for every regularly scheduled Executive 
            meeting.  
        
 
 
        f.  The Treasurer and music department staff will create the 
            annual budget of anticipated fundraising activity net
            income and proposed expenditures.  This budget must be
            approved by the Executive Committee prior to September 30
            of each year. 
        g.  The Treasurer is responsible for filing in a timely manner 
            any financial reports and forms as may be required by any
            government entity.
        h.  At such time as the Treasurer leaves the position, whether 
            by expiration of term, resignation or for any other reason,
            an audit of the books shall be performed by a qualified 
            outside party approved by the Executive Committee. 
 
Article VI.  Standing Committees
 
     Section 1.  The Executive Board may establish and appoint 
     chairpersons for the standing committees as deemed necessary.
 
     Section 2.  Each chairperson is responsible for the selection of
     members of their committee. 
 
Article VII. Interpretation
 
     Section 1.  All questions regarding the interpretation of this 
     Constitution and By-Laws shall be resolved by the Executive
     Board, and its decision shall be final.
 
     Section 2.  The Rules contained in Roberts Rules of Order Revised 
     shall govern the Organization in all cases in which they are not
     inconsistent with the by-laws of the Organization.  
 
Article VIII. Amendments 
 
     Section 1.  This Constitution and By-Laws may be amended by a two-
     thirds (2/3) majority vote of members present at any general or
     special membership meeting.  
 
     Section 2.  The amendment must be presented in writing and read at
     an Executive Committee meeting prior to presentation to the
